Northlake Cabinet Corp. -- Notice of Public Hearing, February 24, 1999
Pursuant to Puget Sound Air Pollution Control Agency (PSAPCA) Regulation I, Section 6.06, notice is given that PSAPCA has proposed a draft Order of Approval for Northlake Cabinet Corporation. If finalized, this Order will allow Northlake Cabinet Corporation to operate a new wood furniture manufacturing operation located at 8330 212th St SE, Woodinville, Washington. The proposed facility includes a spray coating booth and woodworking operations with particulate emissions controlled by a baghouse. Due to substantial public interest, PSAPCA will conduct a public hearing on February 24, 1999 to receive public comment on the draft Order for the facility. The hearing will start at 7:30 p.m. at the Maltby Community Center, 8711 206th St SE, Woodinville, Washington 98072, telephone (425) 486-3497.
PRELIMINARY DETERMINATION
PSAPCA has completed a preliminary review of Notice of Construction Application No. 7577 and has made a preliminary determination that the proposal meets all the requirements of Regulations I, II and III and should be approved.
STATE ENVIRONMENTAL POLICY ACT (SEPA)
As lead agency, PSAPCA has made a preliminary determination that this proposal would not have a probable significant adverse impact on the environment (determination of nonsignifance). An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after PSAPCA completed its review of an environmental checklist submitted by Northlake Cabinet Corporation for the facility (revised January 21, 1999) and other information on file with PSAPCA.
SEEKING SPECIFIC COMMENTS
PSAPCA has determined that best available control technology includes the substantive requirements of the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Wood Furniture Manufacturing Operations (40CFR Part 63 Subpart JJ) and has included specific requirements in the draft Order. However, the NESHAP would not be considered applicable to this facility because hazardous air pollutant emissions would be limited to below major source levels. The proposed emission limits include all emissions from start-up of the facility in December 1998. Because the facility operated before federally enforceable emission limits were in place, PSAPCA is seeking comments from EPA and others on the NESHAP applicability to this facility. If the NESHAP applies, a Title V operating permit would be required and Condition No. 26 in the draft Order would not be included because PSAPCA would have an opportunity to reevaluate appropriate operating terms after 1 year of operation and every 5 years thereafter.
As part of the SEPA review and the ambient impact analysis requirements, Northlake Cabinet Corporation has submitted an analysis that demonstrates emissions from the facility will not adversely impact neighboring communities (odors and toxic air contaminant emissions). PSAPCA is seeking specific comments on this analysis and on our proposed determination of nonsignficance (SEPA).
The draft order includes a requirement for Northlake Cabinet Corporation to maintain and follow a complaint response plan. PSAPCA is seeking specific comments on the adequacy of this requirement in assuring any complaints are handled effectively.

The proposed Order No. 7577, is also available at PSAPCAs website <www.psapca.org>. PSAPCA will consider and respond to all written comments submitted by February 24, 1999 and any public testimony at the hearing. After considering the comments and testimony, PSAPCA will make a final decision on the draft Order. If PSAPCA finds that it is necessary to make significant changes to the proposed Order, PSAPCA will solicit additional public comment. PSAPCAs final decision may be appealed within 30 days of issuance of the final Order.
